ANNOUNCES A VACANCY FOR THE POSITION OF

A PROJECT MANAGEMENT OFFICE (PMO) LEGAL EXPERT

 

Background

The Project will improve Issyk-Kul oblast residents health and maintain Issyk-Kul lake environment by improving the delivery of various basic urban services, including sewerage, sanitation, solid waste and water supply systems in Balykchy, Cholpon-Ata and Karakol.

 

Main Duties and Responsibilities of a Legal Expert

  1. Representation of interests of the Project Management Office of Issyk-Kul Sustainable Development Project in judicial organs.
  2. Representation of interests of the Project Management Office of Issyk-Kul Sustainable Development Project during check-ups carried out by state control-supervision organs.

3. Review, analysis and registration of coming in claims, and preparation of legal opinions against the received claims.

4. Assistance in establishment of a Supervising Committee.

5. Legal analysis of bid documents and preparation of opinions on them.

6. Checking and/or audit of the accounting records and other documents.

  1. Preparation and sending of claims about actions of officials from state supervision and other organs regarding unlawfully inflicted administrative disciplines.

 


The Project Management Office of Issyk-Kul Sustainable Development Project announces the results of bidding on the Contract for Survey and Design Services; Domestic and Network Meter Installations; and Water Supply Network Expansion Works in Balykchy and Cholpon-Ata.

The bidding took place on November 30, 2015 at 15:00 hours in room #220 of the State Agency of Architecture, Construction, Housing and Communal Utilities of the Kyrgyz Republic.

Another press tour

 

Another press tour was conducted to the construction objects of the Issyk-Kul Sustainable Development Project in Karakol, Balykchy, and Cholpon-Ata, where the following construction works had been completed:  
- rehabilitation of a water well for the city water supply Novaya (Balykchy);
-rehabilitation of toilet premises in A. Osmonov School-complex Bilim-Ordo (Cholpon-Ata);
 rehabilitation of toilets in  the Ai-Danek Kindergarten (Cholpon-Ata);
-construction of  new toilet premises connecting them to the city infrastructure in  Narimanov Secondary School (Karakol);
rehabilitation of the existing urban sewage pumping stations (Karakol).

Participants of the press tour also visited facilities, where construction works are still under way. They included:
- construction of a new main city sewage pumping station (Balykchy);
- reconstruction of the second lift pumping station for main water intake of the city water supply system including the drilling of a new water well (Cholpon-Ata);
-rehabilitation of the main water intake structure  of the city water supply system and construction of a new settler (Karakol);
-construction of a new 12 km city sewage network (the area over the Karakol River via a  bridge).

In addition, the park of the special equipment provided under the Project to Vodokanal and Tazalyk enterprises was visited. 

The Director of the Issyk-Kul Sustainable Development Project S. Omurakunov, the heads of the project cities and municipal enterprises participated in the press tour. Detailed information about the progress of the Project was provided by them at the press conferences organized at the beginning and at the end of the press tour.

Terms of Reference Additional Sewerage Works in Cholpon-Ata

International Financial / Economic Specialist

Objective/Purpose of the Assignment:

The Asian Development Bank (ADB) / Kyrgyz Government (KGZ) are funding Phase I of the Issyk-Kul Sustainable Development Project, (ISDP). The project aims to improve the health of resident population in the Issyk-Kul oblast and to ensure the environmental preservation of Lake Issyk-Kul, through enhancing various urban basic service deliveries, including sewerage, sanitation, solid waste management, and water supply, in the Project Cities of Balykchy, Cholpon-Ata and Karakol.

 

This Phase of the project is drawing to a close, however there is still a budget that has not been allocated and could be used for implementation of additional works. Apart from this a project formulation for works under Phase II is under preparation. In this connection ISDP issued a contract for the preparation of a Feasibility Study and Design Consultancy (FSDC) to define the works that are to be financed in Phase II. The draft reports have been prepared for the different components of:-

a)Sanitary landfills;

b)Wastewater Treatment Plants; and

c)Sewerage in Cholpon-Ata

These reports do not meet ADB project preparation requirements. Given the remaining timeframe for the completion of the Phase I works, it is necessary to engage short term individual consultants to prepare a detailed feasibility study report for the utilization of the remaining Phase I funds. This Terms of Reference (TOR) relates to the input that is expected from the international Financial / Economic specialist who will be responsible for the tasks specified in the scope of works.

 

Background information and data about the city and its sewerage system and the project has been prepared under TA-7228(KGZ) and by the FSDC assignment and will be made available to the team.

The Positive Experience of the IEC Component

 

The future cooperation of the school system of the Issyk-Kul Oblast with the Information, Education, Communication Component (IEC) of the Issyk-Kul Sustainable Development Project was  discussed at the extended  information and methodical seminar with the participation of the Oblast Institute for Education representatives, heads of oblast schools and IEC Component experts.
